Verbatim Record of Council Committee meetings-

This is just a log of activities about this wider issue I am advocating for.  Link to post and comments is here.   Federal and Provincial Hansard is my inspiration.

Goal: To see a verbatim record of Council/Committee meetings that is searchable.  This is in addition to any webcasts existing or planned.

Spreading the word to independent news sources as well is in progress.

— Clusters of Municipalities will receive a communication that will go in their minutes to be “Received for Information”  The press in their area will be alerted when it goes out.

March 27th:
Councillor Jennifer McConnell raised the issue at Finance and Administration Committee meeting today and the Clerk responded that the Municipal Act states that minutes are to be recorded without note or comment.  Here is the exact wording from Municipal Act.

Clerk

228.  (1)  A municipality shall appoint a clerk whose duty it is,

(a) to record, without note or comment, all resolutions, decisions and other proceedings of the council;
(b) if required by any member present at a vote, to record the name and vote of every member voting on any matter or question;
(c) to keep the originals or copies of all by-laws and of all minutes of the proceedings of the council;
(d) to perform the other duties required under this Act or under any other Act; and
(e) to perform such other duties as are assigned by the municipality. 2001, c. 25, s. 228 (1).

Why is this inserted?  All votes should be recorded not just requested recorded votes. Sent a communication to Minister Kathleen Wynne.

April 2, 2o12, I received an email response from the Ministry of Municipal Affairs and Housing,  they did confirm that the Municipal Act “without note or comment” is meaning the Clerks notes or comments.   The Municipality can, if Council  chose to, have a verbatim written record of a council and or committee meeting.
